Morozov, who became famous after his public conflict with the UDP, now lives in London, where he received political asylum and organized the International Anti-Corruption Committee. Before leaving Russia, he accused a high-ranking UDP official, Vladimir Leshchevsky, of extorting bribes, but last week the criminal case against the official was closed.

Morozov believes that Leshchevsky coordinated all his actions with Malyushin. “Malyushin is one of the most influential officials of the UDP; he oversees all construction matters and deals with tenders. I know for sure that it was Malyushin and Leshchevsky who went to Kozhin and agreed to replace me with other contractors,” Morozov believes. According to him, the administrative staff allegedly call Malyushin “Kozhin’s wallet” among themselves.

The families of Ivan Malyushin and Vladimir Kozhin seem to be close not only due to friendly relations. According to the Unified State Register of Legal Entities, Elena Malyushina (the wife of the deputy head of the UDP) and Alla Kozhina (the wife of the presidential manager) were co-owners of Memphis LLC. The company was formed in 2000 and existed until July last year. The third participant of this company was Irina Fedorova, who currently works as the chief accountant in the State Complex “Palace of Congresses” subordinate to the UDP.

Today, Ivan Malyushin, according to the Unified State Register of Legal Entities, owns the Baltprod company. The main activity of this company is the rental of its own real estate. Baltprod LLC, in turn, owned shares in two more companies - Ligovsky 67 LLC (50%) and Soft Terminal LLC (18%). Both do not exist today, but before their liquidation they were engaged in the hotel business and software production, respectively.

The wife of Ivan Malyushin, according to the Unified State Register of Legal Entities, also owns shares in several Russian companies. She is a co-owner of Nordside LLC and Baltekoplast Plant LLC, which produce siding and other plastic products, as well as Sladkoezhka LLC, which produces confectionery products. The general director of Sladkoezhka, Mikhail Saksonov, speaks highly of the Malyushins. “We have been family friends for more than 10 years. Elena Malyushina and I became partners when her friends were renting out premises, and we were just looking for a suitable place for a confectionery shop. This is how we started a common business. I can only describe her positively - she is a decent and honest person,” says Saksonov. According to him, the partners never used any administrative resources: “Our confectionery has existed since Soviet times, we are not monopolists, we work in an understandable market - this is not trading in oil...”

The sons of the deputy manager of the president's affairs, Nikita and Ivan Malyushin, also own a number of companies in St. Petersburg. The highest turnover, judging by the SKRIN database, belongs to two construction companies - Ideal LLC and Oniks LLC. In 2010, these companies had unfinished construction projects on their balance sheets totaling approximately 1 billion rubles; the total profit of both companies for the same period exceeded 15 million rubles.

As Novaya Gazeta managed to find out, the Ideal company, owned by Malyushin’s sons, was the customer for the construction of the elite residential complex DiademaClubHouse in St. Petersburg, on Konstantinovsky Prospekt. The complex consists of a seven-story residential building, an underground parking lot with 163 spaces, a SPA center and other infrastructure facilities that are necessary for a comfortable stay for VIP-class residents.

Elena Panfilova, director of the Russian branch of Transparency International, believes that if an official owns a company, then this situation should be resolved by declaring a conflict of interest. The declaration of conflict of interest must be compared with the declaration of income and property. “If we see that an official has declared third-party interests and his income begins to pour out of this company, then this is a reason for an official investigation,” Panfilova believes. But, according to her, “the legislation turned out to be such that there are no official sanctions against those people who continue to prosper in this conflict of interest. The maximum that is provided is a sluggish rule on loss of trust. But it is also very selective and is applied only if completely obvious cases emerge.”

“Reputable” partner One of the regular partners of Ivan Malyushin and his family can be considered Gennady Petrov, who was detained in 2008 along with several other Russian citizens by the Spanish police during the Troika special operation. According to the investigation materials of the Spanish police, which are at the disposal of Novaya Gazeta, Petrov is considered one of the leaders of the Tambov criminal group. He is suspected by the Spanish authorities of creating a criminal community in this country, money laundering and tax evasion. At the same time, in the materials of the Spanish police (especially in the “wiretapping” of telephone conversations), the names of high-ranking Russian officials with whom Petrov was allegedly familiar appear on almost every page. The names of Defense Minister Anatoly Serdyukov, State Duma deputy Vladislav Reznik, former deputy head of the Investigative Committee Igor Sobolevsky, and even President Vladimir Putin, whom one of the witnesses called Petrov’s “friend,” are mentioned in the case. Today, Ivan Malyushin, deputy manager of the presidential affairs, can be added to the list of familiar officials of Petrov - at least judging by the intersections in business.

The company Baltprod, owned by Ivan Malyushin, owned a stake (18%) in Soft Terminal LLC. The other 18% of Soft Terminal belonged to the Spanish company InversionesGudimarSL; the sole manager and main shareholder of this company, according to the Spanish police, was Gennady Petrov. The former director and co-founder of Soft Terminal, Evgeny Opeskin, told Novaya Gazeta that this company was engaged in the production of software, but its activities were not very successful, and therefore three years ago it ceased to exist. “The software was produced for our own needs and was never sold to clients. We had a holding company that determined the directions of our work. To replace imported equipment, we produced our own software,” says Opeskin. Opeskin refused to comment on issues related to Ivan Malyushin and other partners.

Despite the fact that the former director of Soft Terminal claims that the company did not have third-party clients, Novaya Gazeta managed to find out: in 2008, this company won a competition to provide services to the state-owned company Kazakhtelecom - for almost $1 million. The penetration of Soft Terminal into the Kazakh market and the conclusion of a lucrative contract with a company owned by the union state seems no coincidence. The fact is that, along with Ivan Malyushin and Gennady Petrov, Aben Bektasov (he owned 18%) - a major Kazakh statesman who, coincidentally, had previously headed Kazakhtelecom - was related to the Soft Terminal company. Today Bektasov heads the National Bank of Kazakhstan. Novaya Gazeta was unable to contact him.

Ivan Malyushin, through the Baltprod company, also owned 50% in Ligovsky 67 LLC. The other half of this company, according to the Unified State Register of Legal Entities, belonged to Alivekt LLC. Spanish police documents say that Alivekt was controlled by Gennady Petrov, but then he gave a power of attorney to manage this company to his son, Anton Petrov.

Next match. The company InversionesGudimarSL, managed by Gennady Petrov, also owned 25% in CJSC Holding Company Balt Line, which, under the brand of the same name, provided corporate mobile communication services in St. Petersburg. The other 25% of this company belonged to Nikita Malyushin, whose name coincides with the name of the son of the deputy manager of the president's affairs.

And finally, one more intersection. The Alivekt company, to which Gennady Petrov and then his son were related, rented a land plot of 1 thousand square meters in 2009. m in the city of Pitkyaranta of the Republic of Karelia (this is reported by the official website of the municipal district). A public shopping center was to be built on the site of this site; the investment amount was 20 million rubles. But in 2010, for some reason, the Alivekt company transferred the rights to this land plot to a certain LLC TRC-1. According to the Unified State Register of Legal Entities, 50% of this company belongs to Nikita Malyushin, which again coincides with the name of the son of the deputy manager of the president’s affairs. Today, in addition to the shopping center in Pitkyaranta, SEC-1 also operates a specialized retail market (with 54 retail spaces) in the city of Olonets in the Republic of Karelia.

Did such frequent business interactions between Ivan Malyushin and Gennady Petrov affect the distribution of budget flows? It is curious that one of the companies affiliated with Petrov - CJSC Line of Communications (according to the Spanish police, Petrov also issued a power of attorney to manage this company to his son) - in 2006 and 2007, concluded two government contracts with the State Complex "Palace of Congresses" Office of Presidential Affairs. In 2006, the palace hosted the G8 summit. The total amount of the contracts was 9.5 million rubles, Communication Line was supposed to maintain communication systems, provide access to the Internet... Press secretary of the department manager Viktor Khrekov told Novaya Gazeta that they were satisfied with the company’s work, and to check the owners and history of the company in UDPs have no rights.

More than a week ago, Novaya Gazeta sent questions to Anton Petrov, but he did not comment on his father’s criminal case, as well as their relationship with the family of Ivan Malyushin.

Charity for billions Ivan Malyushin is also actively involved in charitable activities. True, by coincidence, his charity partners for some reason with enviable consistency conclude government contracts with structures subordinate to the UDP for billions of rubles.

According to the Unified State Register of Legal Entities, Malyushin is the founder of the international charitable foundation “Konstantinovsky” and the foundation of artist Mikhail Shemyakin. “Ivan Dmitrievich is a long-time friend of the foundation. He is sincerely interested in our activities. Supports morally. Whenever possible, attends events and exhibition openings. There were and are no financial relations between the foundation and Ivan Dmitrievich. He helps us only with words and good advice,” says Marina Shcherbakova, deputy director of the Mikhail Shemyakin Foundation.

Another co-founder of the artist Shemyakin’s foundation is Asya Borisova. She, together with Ivan Malyushin, participated in the restoration of the Valdai Iversky Svyatoozersky Bogoroditsky Monastery. As stated on the monastery’s website, “the enormous scale of construction and reconstruction of the monastery required a very balanced approach. From the first days to the present day, they have been conducted under the patronage of the head of the President’s affairs, Vladimir Igorevich Kozhin.” And further: “Ivan Dmitrievich Malyushin, deputy manager of the president’s affairs, actively participated in the creation of the project. He took on the heavy burden of approvals at the project level in all departments, and also found the necessary contractors and designers.”

Among those contractors that Ivan Malyushin “found” was the Credo company, the general director and founder of which is Asya Borisova. It is not known whether the Credo company restored the Iveron Monastery at its own expense or through other means, but it can be assumed that its diligence did not go unnoticed. According to the register of government contracts, the company “Credo”, owned by Borisova, concluded five government contracts worth 2 billion rubles with structures subordinate to the UDP. In addition, Asya Borisova, according to the Unified State Register of Legal Entities, owns Zhemchuzhina LLC. This company also concluded five government contracts with structures subordinate to the UDP - for 260 million rubles.

Almost all contracts concerned the construction and reconstruction of the Valdai Holiday Home in the Novgorod region, where the presidential residence is located next door. It is curious that the competition documentation for some projects was personally coordinated by Ivan Malyushin, and the customer of the most large-scale work in terms of funding was the “Directorate for the Construction and Reconstruction of Facilities in the North-Western Federal District” UDP, which was also previously headed by Malyushin.

Businessman Valery Morozov says that the Valdai facility is well known to him: “I tried to go there while I was still working with the Department of Affairs, but they told me that it was impossible - only companies and people close to Kozhin and Malyushin allegedly work there.” Asya Borisova did not answer Novaya Gazeta’s questions sent to her.

“For an official to have the authority to influence the distribution of budget flows within the framework of competition commissions and at the same time his partners in some funds receive these budget flows - such a situation in Western countries is unthinkable. Even if something like this happened, it would immediately become the subject of an internal audit and investigation,” says Elena Panfilova, head of the Russian branch of Transparency International. But we “do not have a procedure for considering and investigating conflicts of interest - especially in relation to senior officials - as such.” At the same time, all departments have conflict of interest commissions, but “even if they do something, we don’t know about it.” According to Panfilova, former President Medvedev, at one of the meetings of the Council for the Development of Civil Society Institutions and Human Rights, also admitted that the situation in this area is deplorable, and he is even thinking about introducing criminal liability for conflicts of interest.

The Presidential Administration did not respond to Novaya Gazeta's request in substance. Press secretary of the administrative department Viktor Khrekov considered that our questions do not relate to the official activities of Ivan Malyushin, but “indicate an intention to obtain primarily personal information about the deputy manager of the presidential affairs, his relatives and third parties, and certainly not related to his activities” on government position. At the same time, Khrekov reminded Novaya Gazeta about the inviolability of private life and criminal liability for its violation. For us, this answer is not surprising: it seems that for the current government, the interests of one’s own family and the interests of the state have long become synonymous - especially when it comes to business and the distribution of budget flows. Morozov believes that Leshchevsky coordinated all his actions with Malyushin. “Malyushin is one of the most influential officials of the UDP; he oversees all construction matters and deals with tenders. I know for sure that it was Malyushin and Leshchevsky who went to Kozhin and agreed to replace me with other contractors,” Morozov believes. According to him, the administrative staff allegedly call Malyushin “Kozhin’s wallet” among themselves.

The families of Ivan Malyushin and Vladimir Kozhin seem to be close not only due to friendly relations. According to the Unified State Register of Legal Entities, Elena Malyushina (the wife of the deputy head of the UDP) and Alla Kozhina (the wife of the presidential manager) were co-owners of Memphis LLC. The company was formed in 2000 and existed until July last year. The third participant of this company was Irina Fedorova, who currently works as the chief accountant in the State Complex “Palace of Congresses” subordinate to the UDP.

Today, Ivan Malyushin, according to the Unified State Register of Legal Entities, owns the Baltprod company. The main activity of this company is the rental of its own real estate. Baltprod LLC, in turn, owned shares in two more companies - Ligovsky 67 LLC (50%) and Soft Terminal LLC (18%). Both do not exist today, but before their liquidation they were engaged in the hotel business and software production, respectively.

The wife of Ivan Malyushin, according to the Unified State Register of Legal Entities, also owns shares in several Russian companies. She is a co-owner of Nordside LLC and Baltekoplast Plant LLC, which produce siding and other plastic products, as well as Sladkoezhka LLC, which produces confectionery products. The general director of Sladkoezhka, Mikhail Saksonov, speaks highly of the Malyushins. “We have been family friends for more than 10 years. Elena Malyushina and I became partners when her friends were renting out premises, and we were just looking for a suitable place for a confectionery shop. This is how we started a common business. I can only describe her positively - she is a decent and honest person,” says Saksonov. According to him, the partners never used any administrative resources: “Our confectionery has existed since Soviet times, we are not monopolists, we work in an understandable market - this is not trading in oil...”

The sons of the deputy manager of the president's affairs, Nikita and Ivan Malyushin, also own a number of companies in St. Petersburg. The highest turnover, judging by the SKRIN database, belongs to two construction companies - Ideal LLC and Oniks LLC. In 2010, these companies had unfinished construction projects on their balance sheets totaling approximately 1 billion rubles; the total profit of both companies for the same period exceeded 15 million rubles.

As Novaya Gazeta managed to find out, the Ideal company, owned by Malyushin’s sons, was the customer for the construction of the elite residential complex DiademaClubHouse in St. Petersburg, on Konstantinovsky Prospekt. The complex consists of a seven-story residential building, an underground parking lot with 163 spaces, a SPA center and other infrastructure facilities that are necessary for a comfortable stay for VIP-class residents.

Elena Panfilova, director of the Russian branch of Transparency International, believes that if an official owns a company, then this situation should be resolved by declaring a conflict of interest. The declaration of conflict of interest must be compared with the declaration of income and property. “If we see that an official has declared third-party interests and his income begins to pour out of this company, then this is a reason for an official investigation,” Panfilova believes. But, according to her, “the legislation turned out to be such that there are no official sanctions against those people who continue to prosper in this conflict of interest. "Reputable" partner

One of the permanent partners of Ivan Malyushin and his family can be considered Gennady Petrov, who was detained in 2008 along with several other Russian citizens by the Spanish police during the Troika special operation. According to the investigation materials of the Spanish police, which are at the disposal of Novaya Gazeta, Petrov is considered one of the leaders of the Tambov criminal group. He is suspected by the Spanish authorities of creating a criminal community in this country, money laundering and tax evasion. At the same time, in the materials of the Spanish police (especially in the “wiretapping” of telephone conversations), the names of high-ranking Russian officials with whom Petrov was allegedly familiar appear on almost every page. The names of Defense Minister Anatoly Serdyukov, State Duma deputy Vladislav Reznik, former deputy head of the Investigative Committee Igor Sobolevsky, and even President Vladimir Putin, whom one of the witnesses called Petrov’s “friend,” are mentioned in the case. Today, Ivan Malyushin, deputy manager of the presidential affairs, can be added to the list of familiar officials of Petrov - at least judging by the intersections in business.

The company Baltprod, owned by Ivan Malyushin, owned a stake (18%) in Soft Terminal LLC. The other 18% of Soft Terminal belonged to the Spanish company InversionesGudimarSL; the sole manager and main shareholder of this company, according to the Spanish police, was Gennady Petrov. The former director and co-founder of Soft Terminal, Evgeny Opeskin, told Novaya Gazeta that this company was engaged in the production of software, but its activities were not very successful, and therefore three years ago it ceased to exist. “The software was produced for our own needs and was never sold to clients. We had a holding company that determined the directions of our work. To replace imported equipment, we produced our own software,” says Opeskin. Opeskin refused to comment on issues related to Ivan Malyushin and other partners.

Despite the fact that the former director of Soft Terminal claims that the company did not have third-party clients, Novaya Gazeta managed to find out: in 2008, this company won a competition to provide services to the state-owned company Kazakhtelecom - for almost $1 million. The penetration of Soft Terminal into the Kazakh market and the conclusion of a lucrative contract with a company owned by the union state seems no coincidence. The fact is that, along with Ivan Malyushin and Gennady Petrov, Aben Bektasov (he owned 18%) - a major Kazakh statesman who, coincidentally, had previously headed Kazakhtelecom - was related to the Soft Terminal company. Today Bektasov heads the National Bank of Kazakhstan. Novaya Gazeta was unable to contact him.

Ivan Malyushin, through the Baltprod company, also owned 50% in Ligovsky 67 LLC. The other half of this company, according to the Unified State Register of Legal Entities, belonged to Alivekt LLC. Spanish police documents say that Alivekt was controlled by Gennady Petrov, but then he gave a power of attorney to manage this company to his son, Anton Petrov.

Next match. The company InversionesGudimarSL, managed by Gennady Petrov, also owned 25% in CJSC Holding Company Balt Line, which, under the brand of the same name, provided corporate mobile communication services in St. Petersburg. The other 25% of this company belonged to Nikita Malyushin, whose name coincides with the name of the son of the deputy manager of the president's affairs.

And finally, one more intersection. The Alivekt company, to which Gennady Petrov and then his son were related, rented a land plot of 1 thousand square meters in 2009. m in the city of Pitkyaranta of the Republic of Karelia (this is reported by the official website of the municipal district). A public shopping center was to be built on the site of this site; the investment amount was 20 million rubles. But in 2010, for some reason, the Alivekt company transferred the rights to this land plot to a certain LLC TRC-1. According to the Unified State Register of Legal Entities, 50% of this company belongs to Nikita Malyushin, which again coincides with the name of the son of the deputy manager of the president’s affairs. Today, in addition to the shopping center in Pitkyaranta, SEC-1 also operates a specialized retail market (with 54 retail spaces) in the city of Olonets in the Republic of Karelia.

Did such frequent business interactions between Ivan Malyushin and Gennady Petrov affect the distribution of budget flows? It is curious that one of the companies affiliated with Petrov - CJSC Line of Communications (according to the Spanish police, Petrov also issued a power of attorney to manage this company to his son) - in 2006 and 2007, concluded two government contracts with the State Complex "Palace of Congresses" Office of Presidential Affairs. In 2006, the palace hosted the G8 summit. The total amount of the contracts was 9.5 million rubles, Communication Line was supposed to maintain communication systems, provide access to the Internet... Press secretary of the department manager Viktor Khrekov told Novaya Gazeta that they were satisfied with the company’s work, and to check the owners and history of the company in UDPs have no rights.

Charity for billions

Ivan Malyushin is also actively involved in charitable activities. True, by coincidence, his charity partners for some reason with enviable consistency conclude government contracts with structures subordinate to the UDP for billions of rubles.

According to the Unified State Register of Legal Entities, Malyushin is the founder of the international charitable foundation “Konstantinovsky” and the foundation of artist Mikhail Shemyakin. “Ivan Dmitrievich is a long-time friend of the foundation. He is sincerely interested in our activities. Supports morally. Whenever possible, attends events and exhibition openings. There were and are no financial relations between the foundation and Ivan Dmitrievich. Another co-founder of the artist Shemyakin’s foundation is Asya Borisova. She, together with Ivan Malyushin, participated in the restoration of the Valdai Iversky Svyatoozersky Bogoroditsky Monastery. As stated on the monastery’s website, “the enormous scale of construction and reconstruction of the monastery required a very balanced approach. From the first days to the present day, they have been conducted under the patronage of the head of the President’s affairs, Vladimir Igorevich Kozhin.” And further: “Ivan Dmitrievich Malyushin, deputy manager of the president’s affairs, actively participated in the creation of the project. He took on the heavy burden of approvals at the project level in all departments, and also found the necessary contractors and designers.”

Among those contractors that Ivan Malyushin “found” was the Credo company, the general director and founder of which is Asya Borisova. It is not known whether the Credo company restored the Iveron Monastery at its own expense or through other means, but it can be assumed that its diligence did not go unnoticed. According to the register of government contracts, the company “Credo”, owned by Borisova, concluded five government contracts worth 2 billion rubles with structures subordinate to the UDP. In addition, Asya Borisova, according to the Unified State Register of Legal Entities, owns Zhemchuzhina LLC. This company also concluded five government contracts with structures subordinate to the UDP - for 260 million rubles.

Almost all contracts concerned the construction and reconstruction of the Valdai Holiday Home in the Novgorod region, where the presidential residence is located next door. It is curious that the competition documentation for some projects was personally coordinated by Ivan Malyushin, and the customer of the most large-scale work in terms of funding was the “Directorate for the Construction and Reconstruction of Facilities in the North-Western Federal District” UDP, which was also previously headed by Malyushin.

Businessman Valery Morozov says that the Valdai facility is well known to him: “I tried to go there while I was still working with the Department of Affairs, but they told me that it was impossible - only companies and people close to Kozhin and Malyushin allegedly work there.” Asya Borisova did not answer Novaya Gazeta’s questions sent to her.

“For an official to have the authority to influence the distribution of budget flows within the framework of competition commissions and at the same time his partners in some funds receive these budget flows - such a situation in Western countries is unthinkable. Even if something like this happened, it would immediately become the subject of an internal audit and investigation,” says Elena Panfilova, head of the Russian branch of Transparency International. But we “do not have a procedure for considering and investigating conflicts of interest - especially in relation to senior officials - as such.” At the same time, all departments have conflict of interest commissions, but “even if they do something, we don’t know about it.” According to Panfilova, former President Medvedev, at one of the meetings of the Council for the Development of Civil Society Institutions and Human Rights, also admitted that the situation in this area is deplorable, and he is even thinking about introducing criminal liability for conflicts of interest.

The Presidential Administration did not respond to Novaya Gazeta's request in substance. Press secretary of the administrative department Viktor Khrekov considered that our questions do not relate to the official activities of Ivan Malyushin, but “indicate an intention to obtain primarily personal information about the deputy manager of the presidential affairs, his relatives and third parties, and certainly not related to his activities” on government position. At the same time, Khrekov reminded Novaya Gazeta about the inviolability of private life and criminal liability for its violation.
