In order to improve the coordination of the activities of federal executive authorities, executive authorities of constituent entities of the Russian Federation and organizations in the field of development, production, operation and promotion of Russian aircraft to aviation markets, the Government of the Russian Federation

decides:

1. Create an Aviation Board under the Government of the Russian Federation.

2. Approve the attached Regulations on the Aviation Board under the Government of the Russian Federation.

1. Aviation Board under the Government of the Russian Federation (hereinafter referred to as the Aviation Board) is a permanent coordinating body that ensures coordination of actions of federal executive authorities, executive authorities of constituent entities of the Russian Federation and organizations to create favorable conditions for the development of science and technology in aircraft construction, development, production, and sales support Russian aircraft and increasing the competitiveness of air transport in the Russian Federation.

2. The goals of the Aviation Board are to ensure the implementation of the Fundamentals public policy of the Russian Federation in the field of aviation activities for the period until 2020 in terms of issues of development of aircraft manufacturing and related industries in the interests of strengthening the country's defense capability, ensuring the implementation of the Transport Strategy of the Russian Federation for the period until 2030 in the field of air transport, meeting the needs of the economy and population in air transportation and solving problems of ensuring national security, scientific, technological and socio-economic development of the Russian Federation.

3. The Chairman of the Aviation Board is the Deputy Chairman of the Government of the Russian Federation, who oversees the development of the aviation industry.

The Chairman of the Aviation Board has deputies.

Members of the Aviation Board are representatives of the Administration of the President of the Russian Federation, the Office of the Government of the Russian Federation, bodies state power of the Russian Federation and government bodies of the constituent entities of the Russian Federation, scientific and other organizations related to the creation and operation of aviation equipment.

The composition of the Aviation Board is approved by the Government of the Russian Federation.

4. The main tasks of the Aviation Board are:

a) coordination of the activities of federal executive authorities, executive authorities of constituent entities of the Russian Federation and organizations related to:

overcoming departmental disunity in individual issues government regulation aviation development and the formation of a consolidated approach to their solution when planning the development, production and procurement of Russian aviation equipment;

improving the regulatory legal framework of the Russian Federation in order to develop effective measures to support developers, manufacturers and operators of Russian aircraft;

stimulating the demand of Russian and foreign airlines for new Russian aircraft by increasing their technical and operational characteristics to a level that meets international requirements;

the formation of a stable sales market through the development by aviation industry organizations of the production of a wide range of products for various sectors of the economy, as well as for use in state aviation;

implementation of the state interests of the Russian Federation in the formation of a promising scientific and technical reserve, the development of research, design and production potential organizations of the aviation industry in order to increase its technological independence;

increasing the competitiveness of Russian aviation technology and strengthening the position of the Russian Federation in the aviation markets;

analysis of the state, development trends and practice of using the aircraft manufacturing potential of leading foreign countries;

implementation of state and federal targeted programs in the field of creation, production, modernization and repair of aviation equipment;

development of the scientific and technical potential of the country's aircraft manufacturing complex to meet the needs of the Russian Federation in aviation technology and eliminate the critical dependence of Russian airlines on the use of foreign-made aircraft;

ensuring mobilization readiness of aviation industry organizations and civil aviation;

addressing issues of improving the training of qualified personnel for aviation industry organizations;

preparation and implementation of international agreements on cooperation in the field of development, production and promotion of aviation equipment to the markets, taking into account the interests of the Russian Federation;

lighting means mass media issues of creation and operation of Russian aviation equipment;

meeting the needs of the population and economic sectors for air transportation and aviation work;

b) clarifying the goals and objectives of the development of the aircraft industry based on other areas of national policy of the Russian Federation and relevant international obligations.

5. The Aviation Board, in order to solve the tasks assigned to it:

a) coordinates and coordinates the actions of federal executive authorities, executive authorities of constituent entities of the Russian Federation, the Russian Academy of Sciences and interested organizations in the field of aviation activities, including in the field of forecasting the development of the aircraft market, the development and production of new aircraft, as well as the creation systems for their maintenance, taking into account the requirements of air carriers;

b) determines priority directions for the development of the aviation industry of the Russian Federation and its resource needs;

c) considers proposals and prepares recommendations on the following issues:

development of the research, testing and production base of aviation industry organizations;

determination of the necessary volumes and sources of financing for the development of the aviation industry of the Russian Federation;

creating conditions for the accelerated translation of research and development results into market products, the exchange of knowledge and technology between organizations in the defense and civilian industries in the interests of the development and application of dual-use technologies;

improving the system of training, retraining and retention of personnel for Russian organizations aviation industry, increasing their social security;

development of cooperation in the field of creation of aviation equipment and implementation of relevant international treaties;

development of draft regulatory legal acts aimed at developing production, implementing and supporting the operation of Russian aircraft;

formation and implementation state program weapons and state defense order, state and federal target programs in the field of development of the Russian aviation industry and the creation of promising aircraft;

d) coordinates the actions of federal executive authorities and aviation organizations to implement decisions of the President of the Russian Federation and the Government of the Russian Federation aimed at developing the aircraft industry in the Russian Federation;

e) conducts an analysis of the implementation of aviation activities and, if necessary, organizes the preparation of proposals for the support and development of Russian scientific and technical potential in the field of aviation, taking into account foreign policy, military-technical, economic and other factors;

g) promotes the development of military-technical cooperation between the Russian Federation and foreign countries in the field of aircraft construction, as well as the adoption of measures to support the export of civil aircraft;

h) coordinates the activities of interdepartmental commissions (councils, working groups) on the development, production and operation of aviation equipment.

6. The Aviation Board has the right:

a) hear at their meetings the heads of federal executive authorities, executive authorities of constituent entities of the Russian Federation and organizations on issues within the competence of the Aviation Board;

b) request from federal executive authorities, executive authorities of constituent entities of the Russian Federation and organizations information on issues within the competence of the Aviation Board;

c) use information bases data from the Office of the Government of the Russian Federation, federal executive authorities and executive authorities of the constituent entities of the Russian Federation, whose representatives are included in its composition;

d) involve representatives of federal executive authorities and executive authorities of constituent entities of the Russian Federation, scientific organizations, scientists and specialists in the field of aviation activities;

e) create interdepartmental commissions (working groups) for the prompt preparation of materials and draft decisions on issues within the competence of the Aviation Board, including on issues of intersectoral significance, and coordinate their activities;

f) send recommendations to the federal executive authorities and executive authorities of the constituent entities of the Russian Federation on improving aviation activities, including on the formation, in the prescribed manner, of interdepartmental commissions (working groups) to solve problems or consider issues of intersectoral importance.

7. The Aviation Board carries out its activities in accordance with the plan, which is annually reviewed at a meeting of the Aviation Board and approved by the chairman of the Aviation Board.

Meetings of the Aviation Board are held as necessary, but at least once every six months.

Meetings of the Aviation Board may be held on-site in the constituent entities of the Russian Federation.

8. Decisions of the Aviation Board are adopted by a majority vote of the members of the Aviation Board present at the meeting and are documented in protocols signed by the chairman of the Aviation Board, and, if necessary, in the form of draft acts of the Government of the Russian Federation, which are submitted to the Government of the Russian Federation in the prescribed manner.

When discussing issues in certain areas in the field of aircraft construction, the presence of a member of the Aviation Board representing the relevant executive authority is mandatory.

9. For expert study of issues submitted for consideration by the Aviation Board, a scientific expert council of the Aviation Board is created, headed by a member of the Aviation Board - chairman of the scientific expert council of the Aviation Board. The structure and composition of the scientific expert council of the Aviation Board is approved by its chairman.

Scientific, analytical and information support The activities of the Aviation Board are entrusted, by its decision, to the federal executive authorities and the Russian Academy of Sciences, whose representatives are members of the Aviation Board.

10. The Aviation Board interacts with state authorities of the Russian Federation, state authorities of the constituent entities of the Russian Federation, the Russian Academy of Sciences and other organizations on issues within the competence of the Aviation Board.

11. Organizational and technical support for the activities of the Aviation Board is provided by the Office of the Government of the Russian Federation.

12. To ensure the activities of the Aviation Board, the secretariat of the Aviation Board is created.

13. Executive Secretary Aviation Board:

a) exercises control over the implementation of decisions of the Aviation Board;

b) summarizes proposals on the activity plan of the Aviation Board and sends them for consideration by the authorized deputy chairman of the Aviation Board;

c) ensures the preparation and preliminary approval of materials for meetings of the Aviation Board, as well as the preparation, execution and distribution of minutes of meetings of the Aviation Board;

d) informs the chairman of the Aviation Board about the results of implementing the decisions of the Aviation Board;

e) summarizes proposals from federal executive authorities and executive authorities of constituent entities of the Russian Federation on the activities of the Aviation Board and organizes the sending of relevant materials to members of the Aviation Board;

f) prepares requests to federal executive authorities, executive authorities of constituent entities of the Russian Federation and organizations on issues within the competence of the Aviation Board;

g) promotes the activities of interdepartmental commissions (working groups);

h) maintains contact with public organizations and the media in the interests of the activities of the Aviation Board.

14. Interdepartmental commissions (working groups) are headed, as a rule, by members of the Aviation Board.

15. Ensuring the activities of interdepartmental commissions (working groups) in certain areas is assigned, as a rule, to bodies or organizations whose representatives are members of the Aviation Board and head the interdepartmental commissions (working groups).

The head of the interdepartmental commission (working group) determines the topics and frequency of work of the interdepartmental commission (working group), approves its composition and annually reports to the Aviation Board on the solution of the tasks assigned to it.

  • stimulating the demand of Russian and foreign airlines for new Russian aircraft by increasing their technical and operational characteristics to a level that meets international requirements;
  • development of the scientific and technical potential of the country's aircraft manufacturing complex to meet the needs of the Russian Federation in aviation technology and eliminate the critical dependence of Russian airlines on the use of foreign-made aircraft;
  • the formation of a stable sales market through the development by aviation industry organizations of the production of a wide range of products for various sectors of the economy, as well as for use in state aviation;
  • implementation of state and federal target programs in the field of creation, production, modernization and repair of aviation equipment;
  • addressing issues of improving the training of qualified personnel for aviation industry organizations;
  • determines priority directions for the development of the aviation industry of the Russian Federation and its resource needs;

Composition of the Aviation Board

The composition of the new board is not yet known. It will be approved by a separate government order. According to the draft law of the Ministry of Industry and Trade published in November, the head of the board will be appointed by the government of the Russian Federation, and members of the board can be representatives of federal government bodies, executive authorities of constituent entities of the Russian Federation, scientific and other organizations

How often will meetings of the Aviation Board take place?

As reported in the decree, meetings of the Aviation Board will be held as needed, but at least once every six months. The venue for the meetings can be any subject of the Russian Federation.

By Decree of the Government of the Russian Federation of December 21, 2016 No. 1408, the Aviation Board under the Government of the Russian Federation was established. Relatively recently (in July 2014), the author of this article read a report by Academician Prince Boris Borisovich Golitsyn, presented on December 13, 1909 at the Academy of Sciences in the presence of members State Duma and the State Council. Its topic: “On general directives for the correct organization of aeronautics in Russia.”

The report is extensive - 39 pages. Its main provisions, which struck the eye, in my opinion, sound very modern. "The most correct solution to the question of general setting The goal of aeronautics in Russia, it seems to me, is to make this matter non-departmental. The Main Aeronautical Committee must be formed."

And one more thing: “The issues of aeronautics are now so mature that the Government has every reason to become the head of the movement itself.”

And what are the words of B. Golitsyn about the situation more than a century ago in comparison with today: “Faith was lost, and inactivity replaced the previous creativity.”

However, time moves inexorably forward (sorry for the “cliché”) and, apparently, long-awaited changes are coming. I hope there will be an Aviation Board!

I'll start with the last one. Life has confirmed the depravity, especially in market conditions, of the practice of supporting operation on both sides - the aircraft industry and the consumer. First of all, this concerns periodic and unscheduled repairs, when the aircraft manufacturer is forced to create and maintain significant production facilities, and the consumer is forced to sometimes have very expensive repair plants.

Now, in connection with the gradual transition in our country to maintenance-free operation, the time has come for a noticeable reduction in the mentioned production capacity, especially from the consumer, leaving the current regulatory support behind him, and all the main labor-intensive work, with the obligatory preservation of the airworthiness of the aircraft, left to the manufacturer. (We should not forget about the world practice, when a manufacturer, having sold aircraft for a certain price, retaining support for its operation, returns the same two or even three prices from the consumer for the entire period of operation).

Now about the main thing. In conditions of a far from free aviation market with tough (or even cruel) competition, in an effort to conquer a certain part of the international aviation market, you can forget about your internal needs. Therefore, it would probably be reasonable to inform aviation technology developers in advance about Russia’s development plans for the next 30-40 years (after all, the life of a piece of modern aviation technology, especially labor-intensive ones, is akin to this period). And if so, then the developer needs to know in advance what the Country and People expect from him, so as not to waste time and people’s money.

Correctly setting the task for the developer is one of the main tasks facing, in turn, the Aviation Board. In addition, having received relevant proposals from developers before making a decision on implementation, it is necessary to evaluate them and select the most optimal ones. After all, research and development work is very expensive, not to mention production and all types of testing. Therefore, the Aviation Board must have a “tool” capable of OBJECTIVELY performing this assessment in terms of aerodynamic, weight, fuel and economic perfection.

In addition to such an assessment, since we are talking about competition (competitiveness) and conquering the market, we cannot do without an analysis of this market - both internal and external. That is, good marketing is necessary. Today, both of these tasks should be entrusted to the State Research Institute of Civil Aviation (GosNII GA) and the Foreign Trade Association (F/O) Aviaexport. GosNII GA, at the same time, will be able to study the proposals of the developers in advance and, if they are accepted (not all of them, of course, there is still competition), to implement the entire complex of flight tests faster and at lower costs and, of course, taking into account resource and other ground research, issue an airworthiness certificate for new aircraft.

The conclusion suggests itself - to involve specialists from the Aviation Register of the Russian Federation and the Aviation Register of the IAC into this group.

Uniting them (and these are first-class specialists in all the mentioned structures) “under one roof” very quickly and at the lowest cost will bring tangible results and would, in my opinion, be timely.

But this is not enough. It is necessary, and I am firmly convinced of this, to ensure direct communication between this group of specialists and the Aviation Board DIRECTLY, bypassing any departmental structures, as B. Golitsyn once warned about. And of course, do not allow various intermediary corporations into this connection, which can instantly be filled with commercial content, while significantly increasing the price of the latest domestic developments and, thereby, reducing their competitiveness.

And one last thing. Since the desire to unite the developer and manufacturer into one is gradually being realized general structure- a company, then it should be led not by a board, a group of shareholders or something like that, but RESPONSIBLE person, creative in internal content and endowed with organizational skills. And not just anyone, maybe even having past merits CEO, but really the RESPONSIBLE MANAGER IS THE GENERAL DESIGNER. And therefore, in my opinion, he should be appointed at the appropriate level on the recommendation of the Aviation Board (maybe by the Government or even by the President of the Russian Federation himself, and not by the ministry). The same with the Chief Designers, who are obliged to ensure the birth and all life cycle new aviation technology. This is nonsense when the Chief Designer is appointed by the General Director, subordinating him to his one (or even several) deputy, who sometimes does not always know the issues related to the creation of new aircraft. Probably, here too the final word should remain with the Aviation Board under the Government of the Russian Federation.

After reading the report of B.B. Golitsyn, I confess, could not resist and wrote on the cover: “After all, there were bright minds! What kind of people they were...”.

After all, he then warned: “If we continue to doze, then such a surprise may be arranged for us, the consequences of which will be long and difficult for us to cope with.”
