Introduction

This "methodology for calculating the value of scientific, regulatory, methodological, design and other types of work (services) carried out with the involvement of the budget of the city of Moscow (based on the normalized labor costs). MRR-3.2.67.02-13 "(In the future, the" Methodology ") is intended to determine the initial (maximum) price of work (services), as well as to determine the cost of contracting and subcontract (services), for which there are no regulatory and methodological instruments for pricing .

These works include individual species. design work and the works of urban planning and territorial planning, research work, the development of regulatory and methodological documentation, etc.

A distinctive feature of these works is the lack of functional dependence of the complexity of their implementation with natural indicators applied when calculating the value of most types of design work (M, M 2, M 3, pcs. Etc.).

When developing "Methods", the following regulatory and methodological documents were used:

1. GENERAL PROVISIONS

1.1. This "Methodology" is an integral part of the norms and regulations in the design and construction complex of Moscow.

1.2. The main types of work (services) for which basic prices are calculated on the basis of labor-free labor in accordance with this "methodology" include:

Project works that are lacking regulatory and methodological documents on pricing in design, or the value of which in accordance with the "Collection of basic prices for project work for construction, carried out with the involvement of the budget of the city of Moscow" is recommended to determine on the normalized labor costs;

Development of urban planning documentation and territorial planning documents, to determine the cost of the development of which there are no regulatory and methodological documents;

Development of research and regulatory documentation;

Carrying out marketing research.

1.3. To calculate the basic price, normalized labor costs are adopted for five-day with two weekend 40-hour working weeks (Articles 91, 100 of the Labor Code of the Russian Federation).

1.4. The basic prices calculated on the basis of "Methods" take into account the following costs:

To pay for all participants of the work performed;

Deductions for state social and medical insurance;

Depreciation deductions on the complete restoration of the main production facilities and costs for all types of their repair;

Rent;

Taxes and fees established in the legislative procedure (except VAT);

Profit.

1.5. The basic prices do not include and be compensable to the customer the following accompanying costs:

The cost of acquiring typical documentation for buildings and industrial products provided for designing objects;

Travel and transportation costs associated with the design of the object outside the location of the project organization;

Expenses for international and long-distance telephone conversations, international and intercity postal and telegraph shipments related to design;

Expenses for paying for accounts of having consistent and conducting expertise organizations on the work performed in the prescribed manner or on behalf of the Customer in the event that these services are not included in the list of documents issued to applicants without charging;

Scientific and technical support of objects;

Expenses for payment of services for translation organizations from foreign and on foreign language project and reference and methodical documentation;

Costs of making additional copies of project documentation over the required four copies;

Costs of paying for organizations providing data on traffic flows, climatic conditions and background concentrations of pollutants;

Value added tax.

1.6. The basic works of work are calculated on the basis of this "technique" as of 01/01/2000.

1.7. Baby prices to the current level is carried out using the coefficient of recalculation of the basic value of design work ( TO Per) in the current price level approved in the prescribed manner.

1.8. When determining the cost of work on the basis of the basic prices calculated on this "methodology", the coefficients that take into account the complicating (simplifying) factors of the work are not applied.

1.9. Reducing the timing of work on regulatory (if such a requirement is issued in the prescribed manner) is taken into account by the use of corrective coefficients, the meanings of which are given in the "Collection of basic prices for project work for the construction of facilities carried out with the involvement of the budget of the city of Moscow. MRR-3.2.06.08-13, Table 4.2.1.

2. Methods for calculating the cost of work

2.1. The cost of completion of work is calculated on the basis of basic prices. Basic prices are calculated based on the normalized labor costs, by the formula:

2.3. The coefficient that takes into account the level of qualifications (participation) of performers in the development ( TO kV (uch)), is calculated by the formula:

When developing the methodology, the following regulatory and methodological documents were used:

1. GENERAL PROVISIONS

1.1. This technique is an integral part of the unified regulatory framework of the MRR.

1.2. In determining the cost of work on the basis of this method, it should also be guided by the provisions of the collection 1. 1 "General instructions on the application of Moscow regional recommendations. MRR-1.1-16. "

1.4. The main types of work (services), the cost of which is calculated on the basis of the normalized labor costs in accordance with this technique include:

Design works and works of urban design, for which there are no regulatory and methodological documents on pricing in design, or the cost of which in accordance with the "general instructions on the application of Moscow regional recommendations. Development of urban planning documentation and territorial planning documents, to determine the cost of the development of which there are no regulatory and methodological documents;

Development of research and regulatory documentation;

1.5. To calculate the basic price, normalized labor costs are adopted for five-day with two weekend 40-hour working weeks (Articles 91, 100 of the Labor Code of the Russian Federation).

1.6. The basic prices calculated on the basis of the methodology, take into account the costs listed in paragraph 3.3 MRR-1.1-16.

1.7. Basic prices calculated on the basis of the methodology are not taken into account the concomitant expenses listed in paragraph 3.6 MRR-1.1-16.

1.8. When determining the cost of work on the basis of base prices calculated on this technique, the coefficients that take into account the complicating (simplifying) factors of work are not applied.

2. Methods for calculating the cost of work

2.1. The cost of completion of work is calculated on the basis of basic prices. Basic prices are calculated based on the normalized labor costs, by the formula:

Methods for estimating the cost of design work.

Calculation of natural indicators of the object (NGOs)

The 1st method of calculation is based on natural indicators of the object (hereinafter NGOs) - the area, volume, length of linear objects, performance for generating objects, etc., which in the basic price indicators in the basic prices. To date, this is the most convenient and reliable method for determining the price of design work. Developed about 250 collectors of basic prices for most types of work. Determination of the cost of engineering surveys.
