It covers several areas of the energy business - generation, transportation and marketing of heat and electricity. The business sector includes several service organizations, each of which has its own range of tasks - investment management, sales of electricity from our generating facilities, the purchase of electricity on the wholesale market and its supply to LUKOIL enterprises, maintenance of the grid economy.
Generation is the main activity in the Power Industry sector, where significant investments are planned. It is they who will determine our strategy for the long term. At the legislative level for such projects, mechanisms for the return of investments in the form of contracts have been created about granting power (DPM).
As part of the construction of CSA facilities, the most modern technologies and equipment are used. In particular, steam-gas technology can be noted. The technical and economic indicators of combined cycle plants are significantly better than those of generation facilities built in the Soviet era. With the commissioning of new generating capacities, the economic efficiency of the business sector should improve.

- What projects to create a new generation is LUKOIL investing in today?
- Today, several large projects under the CSA program are at the stage of active implementation at once. Thus, in Astrakhan, next to the Tsentralnaya boiler house, preparatory installation work is in full swing, the main generating and technological equipment for CCGT-235.
This autumn, we are starting the construction of a 135 MW CCGT in Budennovsk - all permits have already been received and construction and installation work has begun.
In addition to the projects mentioned above, in the near and medium term, another one has priority, the implementation of which we received approval not so long ago. We are talking about the construction of an energy center in Perm at the production site of the refinery "Permnefteorgsintez". Now the documentation is being prepared: tender, permits, and so on. We hope that at the end of 2012 this project will enter the active phase of implementation.

– Is LUKOIL, as a major investor, satisfied with the current state policy in the energy sector?
- The state policy in the field of energy today has not been thought out and has not been settled. The rules of the game change frequently, primarily the legal framework. Constant changes, of course, have a negative impact on our activities. Many accumulated questions and problems have not been resolved for many years.
Take, for example, defaults. Consumers can not pay for the supplied electricity for years, and with impunity. Decisions are not made on the modernization of existing networks - both thermal and and electrical. I believe that a huge number of problems have matured that require immediate action on the part of the state. at the legislative level.
But we also do not sit idly by. Knowing about existing problems, we often reach the level of the highest state executive and legislative authorities, focus the attention of responsible persons on the problems, actively talk about our position and hope that changes will take place in the near future.

- LUKOIL's interest seems somewhat unexpected to renewable energy sources. What prospects does the company see in this market and what tasks does it set for itself?
– Today in Russia, despite the huge potential of wind, solar and small hydropower, projects based on RES are not developed, because the country has no legal framework that stimulates investment into an alternative energy and guaranteeing their return. However, the management of LUKOIL is convinced that sooner or later our country will definitely come to the need to diversify the energy complex and move towards alternative energy. Realizing this, we have already begun to implement projects based on renewable energy sources abroad, which will allow us to gain the necessary experience and human resources.
In 2011, a separate enterprise was created - OOO LUKOIL-Ekoenergo, which is engaged in the development of projects in the field of alternative energy. The company operates on two platforms: it operates existing hydropower assets in Russia (we have four HPPs) and develops projects in the field of alternative power generation in Eastern Europe.

- How do you see the possibilities for the development of hydropower in our country and abroad?
- Many hydropower facilities in Russia today are morally and financially obsolete. The modernization of hydropower plants requires large investments - both in equipment and in hydrotechnical facilities, and the generating capacities of our company in this sense are no exception.
I believe that the construction of small hydropower plants is today the most realistic prospect for the further development of hydropower in Russia and abroad. It is obvious that all the sections of large rivers have already been calculated by design institutes and hydroelectric power stations are already installed on them. However, good opportunities remain for the development of small generation.
The construction of small hydropower plants is less costly. For security manufacturability and environmental friendliness, small hydropower plants are more advantageous. Today, LUKOIL-Ecoenergo receives a large number of commercial proposals for the construction of precisely small hydropower plants with a capacity of 1.5 to 3 MW, especially in Eastern Europe. We are studying these proposals, but at the moment we are focusing on gaining experience in the implementation of wind energy projects and solar generation.

- Tell us about these projects.
- In Bulgaria, we manage the operation of the acquired wind farm, built and launched a solar power plant. In Romania, a project is also being implemented to purchase a wind farm. This will complete the first stage in the development of alternative energy sources in the company.
We must stop all investments in this direction for some time in order to see what real returns are brought by alternative energy projects. It is important to assess how the actual indicators correspond to those included in the projects. It will be necessary to carefully consider the received data, and then decide on the further development of this area of ​​​​our business.
